According to Mark, Adobe has just increased the number of supported countries from 16 to 29 which you can distribute Flash Lite 3.1 content to using the Adobe Mobile Packager 1.1.

The countries are now: Australia, Austria, Belgium, Brazil, Canada, China, Denmark, Finland, France, Germany, Greece, India, Indonesia, Ireland Italy, Japan, Netherlands, Philippines, Russia, Singapore, South Africa, South Korea, Spain, Sweden, Switzerland, Taiwan, Turkey, UK and the USA.
